Glenn MacFarlane is an accomplished healthcare executive with extensive leadership experience spanning Medicaid and Medicare managed care, behavioral health, financial management, and enterprise operations. A results driven and highly analytical leader, he is recognized for his integrity, emotional intelligence, and ability to drive strategic transformation across complex organizations. His background includes senior roles within Fortune 100 environments, where he led operational turnarounds, executed large scale restructuring, strengthened provider networks, and consistently improved profitability.

Glenn previously served as President & CEO of Carelon Behavioral Health, where he oversaw medical, financial, network, and product development functions, improved organizational structure, and enhanced relationships with customers, providers, and regulators. Earlier, he served as President & CEO of Aetna Better Health of New Jersey, and at Affinity Health Plan.

Glenn now serves as Interim CEO of HPI, where he aims to foster an inclusive, mission driven culture and engage closely with teams across the organization to support HPI’s continued growth efforts.

As SVP/CFO, Gray drives HPI's financial health and growth and those of sister companies MedWatch, TrestleTree, and EHN. He also oversees financial operations, corporate stop loss, accounting and financial reporting, policy issue, and facilities management.

Gray has a proven track record within the healthcare industry, with over 25 years of experience in finance, administration, strategy, and operations. He brings a diversified background that has spanned the commercial, Medicare Advantage, and Medicaid market segments.

Before joining HPI, Gray was vice president of finance at MedCost and has held finance leadership roles at Anthem, Amerigroup, and Blue Cross Blue Shield of NC.

Gray is a CPA and holds an MBA from Wake Forest University.

Paul Forte is the Executive Vice President & Chief Strategy Officer at HPI, where he leads enterprise strategy, market development, and initiatives that strengthen HPI’s comprehensive health risk management capabilities. With deep expertise in analytics, profiling, and predictive modeling, Paul helps employers understand their health benefit spend and identify proactive, data driven strategies to reduce risk while improving clinical and financial outcomes. He also oversees strategic growth opportunities that advance HPI’s mission of delivering high value, cost effective healthcare solutions.

Paul joined HPI in 2011 as Vice President of Health Strategies and Innovation, where he led the expansion of Clinical Services—including population health management, wellness, health coaching, and integrated data analytics—to improve coordination of care and support sustainable cost trends without sacrificing quality.

Prior to HPI, Paul spent more than 20 years shaping clinical integration strategies, ACO development, and medical home initiatives through roles with organizations such as the CareGroup Occupational Health Network, the Enhanced Care Initiative, and the EmblemHealth High Value Medical Home Project. His work has consistently focused on aligning providers and employers around quality, efficiency, and transparency.

Bob Sullivan has spent his career driving innovation, building strong teams, and creating meaningful business impact across both domestic and global organizations. Known for bringing people together to solve complex challenges, Bob blends vision, technical expertise, and hands on leadership to move organizations forward.

Bob has led major M&A and technology integration efforts and has guided IT due diligence on hundreds of companies. He’s also secured board level support for transformative healthcare technology initiatives and played a key role in reshaping infrastructure for leading care management and SaaS platforms. Earlier in his journey, Bob co founded an IT consulting firm that grew rapidly and served high profile clients such as Abbott Labs, Emdeon Business Systems, and Pfizer.

As Chief Transformation Officer, Bob is respected for developing talent and fostering a culture built on trust and accountability, Bob brings a practical, people centered approach to leadership. With roots in engineering, Bob offers a unique blend of strategic vision and technical depth.

As Chief Growth Officer at HPI, Corey Biscoglia oversees sales, marketing, account management and sales operations, working across departments to align messaging and accelerate results to improve the member and client experience.

Corey brings over a decade of experience, primarily in the pharmacy benefit management (PBM) space to HPI. Her expertise lies at the intersection of strategy, innovation, and human connection; a blend that delivers measurable and meaningful outcomes for clients and teams.

Throughout her career, Corey has scaled performance by building high-impact teams and fostering trust-based partnerships. Her servant leadership approach focuses on achieving goals, developing people, and creating lasting value. She has led sustainable growth initiatives across healthcare markets, driving expansion, client satisfaction, and revenue through disciplined execution and bold vision.

For Corey, growth is more than a number; it’s about unlocking potential across an organization. Whether guiding go-to-market strategy, refining client engagement, or championing new solutions, she brings a passion for people and a deep understanding of the evolving healthcare ecosystem.

Blake Allison is a seasoned healthcare executive with deep expertise in building, leading, and scaling value based care organizations across multiple markets. He joined Employers Health Network (EHN) in 2020 as Executive Vice President, where he focused on expanding the EHN model, driving sales strategy, and strengthening operational performance. In 2021, he became Chief Executive Officer of EHN, advancing the organization’s mission to align high performing delivery systems and employers to improve quality, affordability, and community based healthcare outcomes.

Before EHN, Blake served as CEO of Southeastern Health Partners, a clinically integrated network of three health systems and more than 2,000 providers. Under his leadership, the organization achieved significant commercial and Medicare Advantage growth and delivered more than $15 million in Medicare Shared Savings Program results with quality scores above 90%. His earlier roles include Chief Operating Officer of the Baylor Scott & White Quality Alliance and work in physician consulting and integrated delivery systems.

Blake now serves as Chief Network Officer at HPI, leading the EHN and MedCost PPO networks and teams, where he continues to advance innovative, value driven network strategies. He holds a B.S. from Baylor University and an M.S. in Healthcare Administration from Trinity University.

As HPI’s general counsel, Kevin acts as the chief legal counsel for HPI and its subsidiaries, managing legal exposures and collaborating with the businesses to ensure strategies, policies and programs are developed and executed with a recognition of all legal implications and risks. He also serves as the corporate secretary and is responsible for overseeing all corporate governance of the entities, including the oversight of an internal team providing regulatory support.

Prior to joining HPI, Kevin served as the vice president of Government Affairs and Programs for Harvard Pilgrim. In his career as a regulatory lawyer, he was responsible for leading a team of attorneys and lobbyists in the State and International Government and Regulatory Relations area for MassMutual. 

Previously, he served for two years as the general counsel to the governor of the State of Connecticut, where he advised on all legal issues concerning the governor and the executive office. His experience also includes providing legal representation in private practice to corporations, as well as bond counsel to general obligation and revenue bond issuers.

Kevin holds a Master’s Degree in Public Policy and Economic Analysis from Trinity College, a law degree from the College of William and Mary, and an MBA from the Kellogg School of Management at Northwestern University.
